KELIN and FIDA-Kenya calls on Ministry of Health to address critical issues surrounding rollout of SHIF

NAIROBI, Kenya, Nov 19...The Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN) together with Federation of Women Lawyers in Kenya (FIDA) have said the ongoing transition from National Insuarance Fund (NHIF) to Social Health Insurance (SHIF) has exposed glaring system gaps negatively affecting access to equatable care for many Kenyans.

They state that SHIF rollout has been Plauged by confusion, lack of public awareness and inadequate health system preparedness leaving many Kenyans uninformed about changes to healthcare access with facilities denying to offer services, patients detained over bills and chronic treatments disrupted.

"We call upon the Ministry of Health and Social Health Authority (SHA) to prioritize development of clear operational guidelines and communication strategies to ensure seamless access to healthcare, public sensitization campaigns targeting healthcare professionals,facilities and public are critical to restoring trust and transparency", they said.

In addition they stated that transition to SHIF must align with Principles of universal Health Coverage reducing financial barriers, ensuring adequate resources protecting rights of most vulnarable including persons with disabilities, minorities and those living in poverty. 

KELIN further notes that pending NHIF Claims must be Settle swiftly to enable facilities to operate and transition smoothly as it will prevent further out-of-pocket expenses that have left many Kenyans in financial disaster, calling for urgent clarity on critical schemes like Linda mama and EduAfya as well as HIV care Services which have been inadequately addressed under the new system.  

"The ongoing digitilization of health records while promising risks excluding marginalized groups due to the digital divide inclusive systems must be implemented to ensure no one is left behind, SHA should Operationalize feedback mechanisms and reimbursement systems for patients forced to make out-of-pocket payments since october", they stated.  

"We call upon the Ministry of Health to act swiftly resolve these critical issues and reaffirm Kenya's commitment to constitutional right to health".
