Government vows to fight corruption head-on, calls for swift legislative reforms
NAIROBI, Kenya, Nov 16...The Government through Spokesman Dr. Isaac Mwaura has said it has numerously prioritized fight againsts corruption as the most urgent national challenge calling for swift legislative reforms to tacke the menace head on.
Dr. Mwaura noted that the Evidence Act and Criminal Procedure Code are government proposal's to hasten corruption investigations and prosecution aimed at expeditious conclusion of graft cases within six months.
"To strengthen citizen involvement, government has proposed amendments to the Witness Protection Act to overhaul protection for whistle-blowers ensuring their safety and incentivizing reporting of corruption and other criminal activities", stated the Spokesman.
Ethics and Anti Corruption Commission has recovered proceeds of corruption and stolen public assets close to Ksh 28 billion comprising of cash, movable and immovable properties.
The Kenya Kwanza administration has table amendments to the Public Finance Management Act and the Public procurement and Disposal Assets Act targeting procurement as focal point of corruption and abuse of office in the public sector.
"These reforms will introduce a fully digital and transparent procurement platform to provide real-time, end to end visibility of procurement activities from tender announcements to contract awards", added Mwaura.
Amendment to the Public Procurement and Disposal of Assets Act also proposes that at least 40 percent of goods and services procured by the state come from local manufacturers.
In addition tenders valued at less than sh 1 billion will be reserved for Kenyan firms in order to protect local Micro, Small and Medium Enterprises (MSMEs) from established foreign contractors.
"Government is keen on providing a stronger legal framework and adequade budgetary allocation to the graft watchdog to effectively undertake its constitutional mandate and slay the dragon of corruption".
