Prior to her appointment Mokaya served as register Judicial Service commision since 2012 with over 27 years experience in the legal profession. Hon.Mokaya holds a Bachelor of Law degree from university of Nairobi and a post graduate diploma in law from the Kenya School of Law And aso a certified public secretary (CPS-K). As the Chief register Hon. Cabinet secretary for Transport Kipchumba Murkomen has issued a directive to school bus builders for use of material and  technology that will protect passengers in case of accidents  to curb accidents.  The statement comes following a series of accidents involving Kenyatta University bus and truck in Voi claiming lives of  at least 11 students and 46 others injured perished where by in Bomet county a matatu rammed into a tractor killing 5 people on spot leaving others with injuries and on Monday Kapsabet school bus overturned on Kabarnet marigat road killing a teacher and a student.
